Someone wants to help the the well-educated and underpaid people who dedicate their lives to providing free education to all children? What a surprisingly brilliant idea.
Then again, though, it would probably just be cheaper and less time consuming to constantly threaten to pay them less. That will keep qualified teachers in the public schools.
